《Security Administration Punishment Act》Integrates Police's Function on Security Administration

治安管理职能是警察的重要职能,在我国,由于过去诸多方面的原因,警察的治安管理职能没有得到有效的实现。《治安管理处罚法》的颁布,一方面扩大了行政处罚的范围,强化了警察的治安管理职能;另一方面规范了警察的治安管理行为,力求建立程序上的保证。二者的结合是对警察治安管理职能的有效整合,使警察的治安管理活动更能实现保护社会和保障人权的目的。

Security administration is police＇s important function. In China, the function of security administration can not be realized effectively due to many reasons. The issue of 〈Security Administration Punishment Act〉 ,on one hand,broadens the sphere of administrative punishment and strengthens police＇ s function on security administration. On the other hand, regulates police＇ s behavior in security administration and tries to establish the assurance to the procedure. The combination of these two aspects is the effective integration to the police＇ s function on security administration and makes police＇ s security administration activities protect society and human rights more effectively.
