国家助学贷款在我国是一个新生事物,它涉及到政府、财政、金融、教育、家庭、大学生等部门和个人,是一项系统工程。它的顺利实施关系到广大高校学生和家长的切身利益,也是国家宪法关于人人平等受教育权利真正贯彻执行的体现。本文是以河北省为例对助学贷款实施方案的设计。

National Grant-in-aid. a new thing and systematic engineering in China. involves various departments and individuals. It＇s a significant policy to help the outstanding but povertystricken students to finish their education or pursue their further education. Its successful implementation not only is related to personal benefits of most college students and their parents, but also embodies the principle of the National Constitution that all have equal rights to be educated. At the end of the paper, a case study is made in Hebei to show the achievement and the gap between the goal and the reality.
