Function and Role of Tutors in Regional Learning Center in Distance Education

中国省级电大的管理职能,大体相当于英国开放大学的地区学习中心。省级电大教师的错位导致了本地区教学管理功能的缺失,影响到整个电大系统功能的发挥。英国开放大学在地区学习中心设立教研辅导员的做法值得借鉴。建议在省级电大设立专职从事教学管理的教师岗位,强化其职能和地位,发挥其承上启下、指导教学、组织教研、培训教师的作用。

The Administrative Function of Provincial TVU in China is the same as the Learning Center of the Open University in the UK. But in China, the dislocation of tutors in the provincial TVU has led to the lack of teaching administrative function in regional places, which interferes with elaboration of the function of the TVU system. There is much in the methods that we can make use of in the OU. It is suggested that provincial TVU should have a position of professional teaching management. In this way, their function and their place can be stressed. And they can display their important role in connecting the head office and classed, guiding teaching, organizing teaching research and training tutors.
