Capacity and Qualification of Deputy Cadres

《中共中央关于加强党的执政能力建设的决定》指出：大力加强执政能力建设，是关系社会主义事业兴 衰成败、关系中华民族前途命运、关系党的生死存亡和国家长治久安的重大战略课题。人们在谈执政能力时，更多地关 注正职领导的领导能力，而忽视副职领导的被领导能力。副职领导是领导干部队伍的主体，被领导能力是领导干部不可 忽视的能力。

The Decision says that the Party should enhance its governing capacity which is an essential strategic issue concerning of the prosperity of our socialism, national prospect fate, the Party＇s rise and decline and our national security. When the governing capacity is discussed, the principle cadres＇ capacity is stressed but not the deputy leaders. While the latter is the main part of the leading team, the capacity of being led is not negligible.
