Since 2000, five water-borne traffic accidents of grave consequences have taken place in inland waters, and four of them were caused by ferries. The "6 · 22" accident taking place in Hejing, Sichuan Province in 2000 caused the death of 130 people. The "12 · 18" accident taking place in Changshou, Chongqing in 2002 caused the death of 40 people. The "6 · 19" accident taking place in Fuling, Chongqing in 2003 caused the death of 52 people while the "9 · 27" accident taking place in Nanchong, Sichuan province in 2004 caused the death of 66 people. In addition, the "9·23" accident taking place in Linyi, Shanxi province in 2004 due to illegal ferrying caused the death of 49 people. All these accidents sustained a great loss of life and property and unclosed that ferry transport is the vulnerable part and the biggest hidden risk of the waterborne transport safety.
