大型灌区灌排系统工程改造策略

Strategies and several problems of irrigation and drainage project reform in large- sized irrigation disticts

“十五”期间,我国大型灌区灌排系统工程改造取得了良好的经济效益、节水效益和减灾效益,成果十分显著。根据我国大型灌区灌排系统工程改造量大面广、投资需求大的特点以及国家投入的可能性,在提出“十一五”期间大型灌区灌排改造的总体设想和灌排系统工程改造重点、任务的基础上,指出实践中在渠道防渗、灌溉体系配套、排水系统改造中需要注意的几个具体问题。

During the Tenth Five-Year period, favorable economic benefits, water-saving benefits effects have been acquired in large-sized irrigation and drainage project reform in China. According the large-investment and vast-area of the large-sized irrigation and drainage systems and the investment, several problems and strategies for the canal seepage control, irrigation systemization, and in the practice are proposed on the basis of setting-up the overall plan, the key task of irrigation and and disaster-mitigation to the characteristics of possibility of national drainage system reform drainage project reform.
