The post-construction management is a key element to guarantee the sustainable utilization of the main works in large-sized irrigation districts. Through analyzing the importance, characteristics and problems of the irrigation management reform, the current irrigation management type in China is classified to the bureaucratic management based on the theory of water management type. While analyzing Japan＇s experiences about irrigation management, the imagination of the affiance irrigation management is put forward in the future.
