摘要 大学是现代社会中真正的国际性机构.大学所创造的、所保存的和所传授的知识在许多领域具有普遍性,就是说,在本质上是非国家的.随着全球化的深入,大学作为知识社会的中心具有了新的和极为重要的必要性和紧迫感.大学在社会与文化中要承担更多的责任.在以信息为驱动的知识社会中,科学研究和技术发展作为关键性活动,变得越来越重要.而科学研究的国际化在最近几年里得到了特别的强化和加速,因此,承担着科研和高等教育责任的大学,尤其是研究型的大学,必须发展科学界中的国际交流和提高科学研究人员的国际基准的质量规范.
