With the example of Ningbo Group, the article attempts to illustrate the important role played by the nongovernmental organization during the regional modernization. Then the article focus on analyzing the status and role of Ningbo Group in pushing forward Ningbo＇s modernization in term of business, finance, industry, transportation, culture, education, politics. Meanwhile it further shows the utmost important function performed by the nongovernmental organization in the case where the local government failed to afford to assume the heavy responsibility on the way of the modernization.
