In the historical era of social economic development of our country, the system of social welfare, as an essential component of the social security,plays a positive role in maintaining the social stability,offering the social welfare service, promoting the development of society. But when socialist market economy constantly deepens, the social welfare system of our country faces the enormous challenge because of the defect existing oneself, and restricts the economic system reform.
