构建整体打击和防控“两抢一盗”犯罪长效机制的思考

Considerations on Constructing the Holistic System with Long-term Effect of Hitting and Preventing the Cases of Robbery,Grab and Theft

近三年来,上海市的“两抢一盗”犯罪立案数值呈持续走高趋势。各级公安机关应当在20 05年全国范围开展的打击“两抢一盗”犯罪专项斗争的基础上,牢固树立持久作战、常年打防的意识,确立专项斗争常态化、情报支撑信息化、警务协作一体化、防控手段多样化、社会防控互动化的“五化”思路,落实情报主导、刑嫌调控、协同严打、综合运作为主要内容的“四个三”工作措施,构建打击和防控“两抢一盗”犯罪的长效机制,尽快有效遏制住此类案件的高发势头。

The quantity of the cases of robbery, grab and theft put on record has presented a current of rising continually in the recent three years. The public security organs all levels should build up the consciousness of campaigning permanently and hitting and preventing perennial, based on the special fight against the robbery, grab and theft countrywide in 2005, erect the train of thought of make the special fight normalization, informationization of intelligence support, integration of policing cooperation, diversification of prevention and control means and interaction of social prevention and control, carry out the countermeasures whose important contents are giving priority to intelligence, controlling the criminal suspects, hitting rigorously together and operating synthetically in order to keep this kind of crime with limits efficiently as early as possible.
