摘要
每一个犯罪案件是否一定能被侦破,对此问题有两种不同的回答：绝对说和相对说。相对说有其现实性和合理性,应确立侦查相对性的理念,以指导侦查工作的合法、有效的进行。
Whether or not a criminal case would be cracked, there are two different answers of absolute theory and relative theory. The relative theory is objective and reasonable. We should establish the new concepts on relativism of criminal procedure to direct the investigation work.
