长江隧桥工程的土地储备与投融资相结合机制研究

Empirical Research on Land Bank Mechanism in the Construction of Bridge and Tunnel Project of Yangzi River

从土地储备与投融资机制设计角度,阐述长江隧桥工程建设中建立土地储备与投融资机制相结合的意义、原则和可行性,提出土地储备与投融资运作机制方案的设计思路、优缺点和前提条件、土地储备与投融资方案的流程设计,旨在探讨将上海土地储备机制与重大工程建设投融资机制相结合,从而使得政府在重大工程投资中带来的土地增值效应纳入工程建设投融资机制。

From the angle of the design of the land bank and investment mechanism this paper analyzes the significance, principle and feasibility of establishing the land bank and investing and financing mechanism in the construction of bridge and tunnel project of Yangzi River, and proposes the design guideline and flowing design of land bank and investing and financing mechanism project, which aims at discussing how to combining Shanghai land bank mechanism with the investing and financing mechanism of major project construction so that the government can put the land appreciation effect obtained from its major project investment into the investing and financing mechanism.
