耕地保护制约条件下建设用地供给机制优化的途径选择

The Approachs of Constructional Land Supply under the Control of Cultivated Land Protection

本文从1996-2004年我国耕地资源保护现状和非农建设用地现状及问题分析出发,可以看出一方面我国的耕地非农建设占用严重,另一方面建设用地低效利用现象严重,认为建设用地供给没能充分反映我国耕地资源的稀缺性。在此基础上,作者提出了建设用地供给机制优化的主要途径。

This paper studies the current situation of cultivated land from 1996 to 2004, and the problems of constructional land use. The cultivated land is impropriated by constructional land, on the other hand, the constructional land is used inefficiently, and the constructional land supply does not reflect the scarcity of cultivated land.So the paper put forward the main approachs of the constructional land suply optimization.
