摘要
根据人才资源是第一资源的科学判断,为打破当前人才工作的体制障碍,提出了在高校实施海外留学人员“回归工程”的新机制,对如何发挥高校优势,通过与地方共同建设“中华学人回归创业特区”,为海外留学人才振兴教育、报效祖国搭建良好的舞台,为海外留学人才“引得进、留得住、用得好”作了探索。
Based on the scientific judgment that talent resource is the first resource, this paper puts forward creatively the new system of “Returning Project” for overseas Chinese talents to be implemented in colleges and universities, and discusses the ways of bringing the advantages of colleges and universities into full play, building good platforms for overseas Chinese talents to rejuvenate education and to render service for the motherland, and the policy of “good introduction, good stay, and good use” for overseas Chinese talents.
