出入境邮包快件检验检疫监管模式的创新与对策

Innovation and countermeasure of mode of inspection and quarantine supervision on entry-exit mails

目的加强出入境邮包快件的检验检疫监管,保护人体健康和我国动植物生命安全。方法通过出入境邮包快件的检验检疫监管模式的调查研究,发现存在问题与不足,并结合本口岸和兄弟口岸邮检工作实际,对出入境邮包快件的检验检疫监管工作进行探讨。结果出入境邮寄物存在严重的卫生安全隐患,截获扣检率和疫情检出率逐年居高不下。结论检验检疫机构应统一全国邮检工作模式,利用科技手段,深化邮检现场关检合作机制,有效防控疫情疫病通过邮政口岸传入传出, 有效应对各种突发公共卫生事件有着重大而深远的意义。

Objective To protect human health and our country＇s animals and plants by strengthening inspection and quarantine supervision on entry-exit mails. Methods By studying current mode of inspection and quarantine supervision on entry-exit mails to find existing problems and shortages associating current situations at Shantou Port and other ports to further discuss inspection and quarantine supervision on entry-exit mails. Results There exists hidden severe health and security danger in entry-exit mails with interception rate and positive rate higher year by year. Conclusion Inspection and quarantine service should uniform mode of inspection and quarantine supervision on entry-exit mails. It is important and far-reaching significant to deepen the cooperation mechanism between the Customs and CIQ with science and technology so as to effectively prevent and control the incoming and outgoing of epidemic situation and epidemic diseases and respond to public health emergencies.
