香港保荐人规则的新变化及其启示

The Changes in Sponsor Rules in Hong Kong and Its Revelation

香港的保荐人制度目前在进行持续的改革,其经验对内地保荐人制度的完善具有借鉴意义。结合香港的经验,内地保荐人制度可以从几个方面加以完善:一是保荐人制度应从“双保制”回归到“单保制”;二是对现有保荐人的职能适当分离;三是对保荐人的资格认定应强调工作经验并进行持续性强制培训;四是应出台详细的保荐人资格规定。

The sponsor system in Hong Kong is being reformed constantly. China's Mainland should learn its experience of reform. According to the experience of Hong Kong, we should reform our sponsor system in the following aspects. First, sponsor system should change from “double-sponsor system” back to “one-sponsor system”; second, to properly separate the functions of the present sponsors; third, we should stress the experience of sponsors when authorizing, and offer continuous compulsory training ; last, we should have a detailed set of regulations on sponsor qualification.
