上世纪90年代后期,我国越来越强调区域协调发展,不同层次的经济和行政区域基本上确立了本区域的中长期发展规划和发展战略。但在经济和社会发展实践中,已经确立的战略和规划在实施过程中常常被改变。究其原因是因为缺乏监督规划实施的有效手段.在区域发展战略和规划实施过程中,加强有针对性的立法工作刻不容缓。

Since late 1990s, our country has paid more and more attention to coordinated development in different regions. Economic and administrative regions at all levels have established their medium and long-term development plan and strategy. But, in the practice, the preset strategy and plan are frequently changed due to the lack of supervision. Therefore, it is urgent to strengthen the work of legislation in the implementation of regional developmental strategy and plan.
