摘要
生态工程建设离不开农民的劳动力投入。新中国建立以来,我国生态工程建设中劳动用工制度经历了几次重要变迁。由于目前农村所实行的“一事一议”制度存在交易成本高等缺陷,因此,我国生态工程建设中必将面临着用工难的窘境。解决这个问题的思路有三个,一是完善“一事一议”制度,二是以私人承包制替代“一事一议”,三要依靠国家加大在生态治理方面的资金投入。
The eco-engineering construction cannot do without the input of the peasants＇ labor. The labor employment system has been changed several times since the foundation of our country. Our eco-engineering construction will be in the shorthanded plight because the present “yi shi yi yi” system has the defects of high transaction cost, etc... There are three ways to solve the problem： perfecting the “yi shi yi yi”system; substituting the private constructing out system for“yi shi yi yi： system; increasing the government＇s input.
