摘要
生态补偿机制及其建立是目前生态经济学领域研究的热点,区际生态补偿由于涉及到不同的行政区域,具有较大的实施难度。本文以南水北调东线水源地生态功能保护区建设为例,从保护区改善水质所带来正面效益的角度,探讨了跨流域调水所涉及的生态补偿问题,提出了建立南水北调水源地生态功能保护区建设区际生态补偿机制的思路和建议。
Research on eco-compensation mechanism construction is a hot point in eco-economics field. It is difficult to implement cross-regional eco-compensation because of the different regional administrations. From the point of positive benefit of water quality improvement by the construction of the water protection zone for south-to-north water transfer project, this paper further discussed how to implement regional eco-compensation for the cross-drainage area water transfer project.
