An Analysis of the Reasons of Slow Development of the Peasant-worker's Social Security System

中国农民工社会保障发展缓慢不仅表现为相关政策、法规出台缓慢,制度建设滞后,还表现为现有相关政策没有得到有效的执行,其原因在于:农民工群体的社会边缘性不利于其表达利益诉求,影响农民工社会保障政策迅速、合理地制定;现有农民工社会保障政策缺乏合理性和协调性而不利于政策有效执行;政策执行主体、政策目标群体的相关行为也影响政策的合理制定和有效执行。

Not only the peasant-worker＇s social security policy and related policies and regulations can not be put forward timely, but also the existing peasant-worker＇s social security policies can＇t be implemented effectively. This paper aims to analyze the reasons of the lag of the peasant-worker＇s social security system with policy analysis method. As one part of marginal group, the peasant-workers have difficulty in their interests expression, which is key for the policy making; the existing peasant-worker＇s social security policies can not be implemented effectively partly because these policies are short of rationality and coordination; the behavior of the policy executors and policy target group also have great impacts on the policy making and implementation.
