日本产业从战后的废墟中得以重建和繁荣,并以惊人的速度赶超欧美,成为世界第二大经济强国,日本政府英明的产业结构政策功不可没。然而面对20世纪90年代日本经济的极度萧条,政府的产业结构政策已无回天之力。相比之下,美国政府通用的产业结构政策却引导美国的产业发展在信息时代仍然处于不败之地,这不能不引起我们的思考。

Revitalizing themselves from out of the ruins of the Second World War, the industries of Japan have caught up with those of Europe and America at a dazzling speed and rebuilt the country into the second largest economic superpower in the world. The role of Japanese government＇s wise industrial structure policies is definitely not to be neglected in this success story. Faced with the serious stagnation of the country＇s economy in the 1990s, however, those policies of the Japanese government have obviously proved to be a failure. The general industrial structure policies of the American government, on the contrary, have guaranteed a very favorable position for the development of American industries in this age of information. This can provide much food for our thought.
