循环经济是现代世界经济发展中带有方向性的、最先进和最高级的经济发展模式。日本是世界上最早探索循环型经济发展模式的国家之一,也是循环经济的立法最完备、资源循环利用率最高的国家,在发展循环经济方面,取得了明显的效果。中国是发展中的国家,在经济迅猛发展的过程中,资源短缺和环境污染问题日趋严重。目前,中国已经认识到发展循环经济的重要性,并开始在循环经济方面立法。日本在发展循环经济方面的政策及经验值得我国学习与借鉴。

Recycling economy is, in the development of economy in the contemporary world, a trend-setting and most advanced mode of economic development. As one of the first countries that began to explore in the mode of recycling economic development and one of the countries that have taken the most advantage of recycled resources, Japan has the fullest set of legislation for the development of recycling economy and has achieved obvious benefit. China, as one of the developing countries engaged in rapid economic development, is presently faced with ever worsening problems of resource shortage and environmental pollution. Recognizing the importance of developing a recycling economy, China has already started the legislation for the development of recycling economy. Much can be learnt from Japan in this field.
