西方国家关于社会保障制度中政府与市场功能理论的演变,主要经历了三个阶段,即政府全面干预理论阶段、市场调节理论阶段和政府与市场两种机制结合理论阶段。而我国理论界关于这方面的研究还处于起步阶段。在我国,对政府与市场功能的选择,应以政府公平与效率的价值取向、我国经济发展状况和不同的社会保障项目为依据。

But in our country, the research has been in starting point.
