该文试着从社会互动过程来分析看病贵问题的形成过程以及各方责任。文章认为财政部门的“资金自筹”政策是看病贵问题出现的起始点,物价部门的收费政策“僵化”是看病贵问题严重的催化剂,医院对财政和物价政策的顺应成了问题的滋生地,而不健全的医疗保险制度使得看病贵成为普遍的社会问题,无序的医用品和制药业市场起着推波助澜的作用。

This paper analyzed causes of issue to see a doctor expensively in China. The 5 viewpoints were argued. 1. The issue to see a doctor expensively was caused by the policy of Finance Department. 2. The issue was catalyzed by unreasonable charging list initiated by Price Department. 3. The issue occurred in hospitals during their acclimation to policies of above two departments. 4. Distempered social medical insurance schemes made the issue to be universal social problem. 5. disordered market of pharmaceutical and medical articles added fuel to the fire for the discussed issue.
