行政区划调整与城市扩张研究——以南京市为例

On Administrative Division Adjustment and Urbanization Promotion Study

在中国当前及未来城市扩张的进程中,行政区划的调整发挥着特殊的作用。本文以南京市为例,研究了1990-2002年这一时间段南京市行政区划调整特别是行政级别调整对城市扩张造成的影响。提出行政区划的调整必须充分考虑区域经济发展的阶段,综合权衡利益得失。行政区划调整并非是推进城市化的最终手段。

In the course of urbanization promotion at present and in the future in China,administrative division adjustment plays s special role. From the essence of administrative division and fundamental mechanism this paper explores the present contradictions of administra tive division in China and the effects of its adjustment. It puts forward the idea that administrative division adjustment isn＇t an effective way to push urbanization promotion. We must roundly consider the period of regional economy development when administrative division adjustment is bring forward.
