科学发展观对邓小平发展观的继承和发展

On the Inheritance & Development of Scientific Outlook of Development of Deng Xiaoping's Outlook of Development

党的新一代领导集体根据我国经济和社会发展的实际状况和全面建设小康社会奋斗目标的需要,提出了以人为本、全面、协调、可持续的科学发展观,这一发展观是对邓小平发展观的继承和发展,因为它们具有相同的哲学基础和本质特征,都是对具有中国特色社会主义建设规律的探讨,其核心内容具有一致性。然而,建设有中国特色社会主义本身就是一个发展着的事物,是目的与过程的统一,就其发展过程而言,从改革开放之初邓小平发展观到今天科学发展观,是对同一事物发展规律的共同探索,体现了不同发展阶段的特性。科学发展观的提出是发展问题在新的发展层次上的升华,它的提出本身既是对邓小平发展观的肯定和坚持,同时也是对20多年来发展中的问题给予实事求是的面对和积极矫正。

The new group of leaders of CPC advocated a human-centered, full-scale, harmonious and sustainable scientific outlook of development according to the demand of the actual economic and social states of development and the striving goal of building up a well-off society. This outlook is the inheritance and development of Deng Xiaoping＇s outlook, for they share in common the same philosophical foundation, nature, and content core, both exploring into the laws of socialist construction with Chinese characteristics. However, the socialist construction with Chinese characteristics itself is a developing matter, and a unity of both goal and process. And from its process of development, since the beginning of the carrying out of the open-door policy, they are both the explorations of the laws of development of the same matter, embodying different feature in different stages. The putting forward of the outlook of scientific development is the sublimation of the issue of development in the new developing stage. Its putting forward is not only the affirmation and insistence of Deng Xiaoping＇s outlook of development, it is also the call-a-spade-a-spade confrontation and active correction of the problems in the development of the past 20 years.
