摘要
从操作层面分析了北京共识和华盛顿共识,分别揭示了二者的本体论和认识论基础。华盛顿共识基于还原和简化对内生型国家的道路和现状得出了抽象的原则,其根源是古希腊的哲学传统和近现代的科学方法。北京共识则考虑到边界条件和初始条件、可行性和目标,其根源是中国文化和哲学传统,为外生型国家的发展道路提供了较为成功的典范。在全球化和后现代思潮兴起之时,华盛顿共识正在关注并接受北京共识,而北京共识也正在反省和克服缺乏一致的理论出发点和法治的弊病。
Analyzes the Beijing Consensus and Washington Consensus in view of their operabilities and reveals the ontological and epistomologieal. Foundation of both of them. The Washington Consensus, which sterns from the tradition of ancient Greece's philosophy and modem scientific method, has just come to an abstract principle by way of reducing and simplifying the developing path and economic situation of intrinsically developing countries. On the other hand, the Beijing Consensus, which roots into Chinese cultural and philosophical tradition, has offered a more successful prototype for the developing path of extrinsically developing countries because it took account of the boundary and initial conditions, feasibility and objectives of theirs. In the present, period of globalization and the rising trend to post-modem thoughts, Washington Consensus has to pay attention to Beijing Consensus and accept it to a certain extent, while Beijing Consensus is introspecting and bridging the gaps in its theoretical and legal bases to make them perfect.
