BOT Mode for Project Finance in Urban Infrastructure Construction

随着国家对宏观投资环境的调控和大型基础设施建设项目需求的扩大,亟需引进一种新型而有效的国际经济技术合作形式。交通、能源等基础设施和基础产业一直是我国国民经济和社会发展的“瓶颈”,为改善这种状况,按照国家的产业政策,迫切需要正确引导外商和社会资本投资到我国亟需发展的基础设施和基础产业上来。对此,国家出台了一系列相关政策,鼓励采用中外合资、合作和独资建设我国基础设施和基础产业,尤其是在借鉴国内外经验的基础上,采用“建设—运营—转让”的BOT(BU ILD-OPERATE-TRANSFER)投资方式,实施对基础设施建设项目的投资。这对加快我国基础设施建设、促进经济和社会发展带来了新的动力,提供了更广泛的发展空间。

Along with the increased control of the government over investment environment and enlarged requirements for large-scale construction of infrastructure, it is urgent to introduce an efficient international economic and technical cooperation style. In China, infrastructure of transportation, energy and relevant industries is the bottleneck restricting national economic and social development. Therefore foreign investors and social capital should be conducted to infrastructure and relevant industries, And the nation has issued a series of corresponding policies encouraging sino-foreign joint venture, sinoforeign cooperative business and wholly foreign-owned enterprises to invest in infrastructure and basic industries in China, especially encouraging them to adopt build-operate-transfer （BOT） mode to invest in urban infrastructure, which will bring new motive power and provide more development opportunities for infrastructure construction, as well as economic and social development.
