摘要
本文提出了非遗传因素的划分并讨论了非遗传因素，特别是文化环境因素与优生的关系泪的在于提醒人们在实施社会文化行为的同时，切不可忽视自然规律．
in the artical we put forward an idea on how to divid the relation between a non-genetic factor(especial culture envionmental factor)and eugenic as well as discuss them,with a view to warn people not to ignore a natural law while they show a societal cultural behaviour.
