企业业务流程再造提倡从流程的角度而不是职能的角度来组织企业资源。因此,企业在进行BPR的过程中为了达到整个业务流程的系统最优化,必然要对企业的职能部门进行重新设计,确定各个职能部门的集中程度和相互关系,从而在组织结构上保证流程再造的实施效果。

Business Process Reengineering advocates that enterprises should organize their resources from the perspective of business process, instead of functional perspective. From this point of view, enterprises will inevitably redesign their functional departments; define the Concentrating Degree of Function and relationship between them, so as to promise the effect of implementing Business Reengineefing and make the whole business optimization.
