当代中国民主机制探析

An Exploration into the Democratic System in the Contemporary China

民主机制是民主政治最基本的组成要素,是民主能否实现的重要保证。当代中国的民主机制一方面保证了民主政治的正常发展,但另一方面,宪政机制的教条化、目标机制的理想化、运行机制和保障机制的不完善又制约着民主政治的进一步发展。政治意识的欠缺、政治体制的不完善以及市场经济的不成熟是造成这种现象的主要原因。只有通过不断的政治体制改革,逐步完善民主机制,才能保证民主政治的快速发展。

The democratic mechanism is the most basic composition of the democratic politics, and an important insurance on whether the democracy could be realized. On one hand, the contemporary Chinese democratic mechanism has already guaranteed the normal development of democratic politics, but on the other hand, dogmatism of constitutionalism mechanism, idealism of goal mechanism, imperfectness of operating mechanism and security mechanism hinders democratic politics. The main reason that causes this kind of phenomenon is the deficiency in political consciousness, imperfectness of the political system and market economy. Only through the constant political reform and the improvement of the democratic mechanism progressively could it guarantee the further development of democratic politics.
