社会教育立法比较

摘要 本文提出中国与国外(主要列举日本、美国和新加坡等)社会教育的概念及模式、社会教育立法的状况、以及与社会教育相关的社会资源的种类和立法状况等比较.并在此基础上指出:要加快法制建设和提高立法层次.实行全面和系统的法律调整;充分发挥教育和服务功能;教育要贴近现实和社会;立法要有针对性、客观性和连续性;树立一体化的教育观念和资源共享;立足本国并与国际接轨等建议。 The essay compares the eoneept and the model of social education, the legislation status of social education and the category and the situation of social resources relating to social education at home with that in the overseas countries llke Japan, American and Singapore. Based on these analyses, the author puts forward the constructive suggestions like speeding up and upgrade the legislative construction, implementing comprehensive and systematic legal adjustment and fully making use of education and service function, Besides, the essay also suggests that the legislation of social education should t)e close to the reality and society. With the orient, objective and consecutive legislation, the streamlined education concept and share of resources, the domestic legislation could get near to international standard.
