摘要
随着经济的发展,人民生活水平的提高,城市经济结构的调整以及企业本身因生产、技术改造及产品更新换代等众多外部与内部的原因,导致大批新建、扩建、改建的工业和非工业开发建设项目。为了防止建设项目产生新的污染,破坏生态环境,同时为了实现可持续发展战略,防止因规划和建设项目实施后对环境造成不良影响,以及为了促进经济、社会和环境的协调发展,国家在199 8年11月2 9日和2 00 3年9月1日分别出台实施了《建设项目环境保护管理条例》和《中华人民共和国环境影响评价法》,作为《中华人民共和国环境保护法》的补充,对建设项目的环境管理制定了严格、具体的规定。依法加强建设项目环境管理,正确处理经济建设和环境保护的关系,从源头上减少和控制污染已成当务之急。
with the economic development,the people＇s living stondard is rising,the urban economic structure adjustment and external and internal masons of enterprise, production, technical innoration and products replacement lead to a lot of new construction, expanding construction and reconstruction industry and non - industrial development projects. In order to prevent from new pollution and eclogical environment destruction caused by construction, realize the sustainable development strategy, control the negative impact on environment resulted from the implementation of planning and construction project and promote the coordinated development of economy, socicty and environment, as the complementary of the environmental protection law of P. R. China, the state issued separatively the Ragulation of Environmental protection managementa of construction project on Nov 29^th, 1998 and the environmental impact assessment law of P. R. china on Sep. 1^th, 2003, they made the strict and concrete stipulation on construction project. It is indispensable to reduce and control pollution at the beginning stage through strengthening the environmental management of construction project and handling the relationship between econmic construction and environmental protection correctly.
