海域资源产权初始配置模式探讨

On the Primary Allocation Model of the Property Right of the Sea Area Resource

本文在介绍海域资源产权的四种初始配置模式及其优劣的基础上,针对我国目前海域资源的利用现状,及要实现海域资源可持续利用、海域资源高效和公平配置的目标,提出在海域资源产权初始配置过程中,不能采取单一的配置模式,而必须因海制宜,采取灵活的配置模式。

This paper explores four primary allocation models of the property right of the sea area resource and their advantages and disadvantages, and concludes that based on the current situation of the usage of the sea area resource, flexible and comprehensive models should be carried out to promote the sustainable development of the sea area resource and the effective and fair alloeation of the property right of the sea area resource.
