试论地方政府在建设节约型社会中应有的作为

地方政府行为中存在着巨大的浪费,这种浪费现象有显性和隐性之分。显性浪费体现在日常运行过程中,隐性浪费则主要反映在决策失误上。政府是建设节约型社会的主导力量,各级地方政府首先要解决自身的浪费问题。要以国情教育为出发点,从战略高度去加强对领导干部的节能教育,培养其节约意识,提高其管理水平。要尽快建立一套科学民主的决策机制以及完善各项配套制度(如:监督机制、权力分配制度等)。只有双管齐下,才能使地方政府在建设节约型社会中有所作为。

we should be aware of a huge waste in the government＇s behaviors. the waste can be classified into two types： the apparent waste which is manifested in carelessness of regular administration and the concealed waste which is manifested in wrong decision-making, the government is the main leading force to construct economical society, and all levels of local governments should get rid of the waste themselves, we should strategically enforce to educate cadres how to economize, develop their awareness of economization, improve their ability of management, and it is also necessary to set up a scientific and democratic system of decision-making and other compounded systems such as the system of supervision and the system of allotting power. Only in these ways, can local governments do their good jobs in constructinga economical society.
