On the Status and Effect of the National Policy in Canadian Western Development

在1870年代麦克唐纳执政时期形成和制订、后来逐渐得到扩展和实施的“国家政策”在加拿大西部开发中发挥了不可估量的作用,是加拿大西部开发取得成功的重要因素,也是加拿大西部开发的一个特色。“国家政策”主要包括三部分内容:保护关税、修筑铁路和鼓励移民。这三部分内容相互关联,共同构成了加拿大国家发展和西部开发的总体规划。

The National Policy, which was formulated and put forward in John Macdonald＇s Administration period and expanded and carded out later, had an inestimable role in Canadian western development. It was an important factor in the success of Canadian western development, and was also a characteristic of it. The National Policy included mainly three parts： protective tariff, building railway and encouraging immigrants. These three parts had to do with each other, constituted the overall plan of the country＇s development and western development commonly.
