摘要
以北京市为例,通过对城市贫困聚居的定义、现状类型、形成原因、空间分布、形态模式、社会影响以及发展趋势的归纳分析,指出城市贫困聚居是在我国城市经济高速运转的过程中,各种客观和主观因素综合导致的部分贫困人口聚居现象,由此引发了一系列社会问题。城市规划界应该深刻理解城市规划的公共政策涵义,广泛结合社会体制、机制以及政策层面的措施,以探讨更加有效的解决途径。
With Beijing as a case, this paper summarizes the definition, types, causes, spatial distribution, pattern, social effect and development tendency of the poor population settlement. It argues that various subjective and objective factors in the rapid development of the economy cause the poor population settlement which triggers a series of social issues. It holds that urban planning by nature is the public policy and measures should be taken for a more efficient development by considering the social system, institution and policies.
