我国城镇群规划实施面临的困境与发展趋向——由珠江三角洲城镇群规划引发的思考

DILEMMAS AND DEVELOPMENT TENDENCY IN THE IMPLEMENTATION OF URBAN CON- GLOMERATION PLANNING IN CHINA: THOUGHTS OVER THE URBAN CONGLOM- ERATION PLANNING OF PEAR RIVER DELTA

从四个方面总结了珠江三角洲城镇群规划在实施机制方面的改进,分析了当前城镇群规划实施受到的外部环境因素制约:加快发展的压力、行政区经济格局、上下级政府事权不清、部门相互掣肘等,并指出城镇群规划在自身工作定位及与其它部门规划的关系,与现有规划体系的衔接,规划实施调控的对象、方式、手段与机制方面所面临的诸多难题。这些问题的存在决定了现阶段城镇群规划作用的有限性特点。最后提出了对当前开展城镇群规划工作的四点基本认识。

In four aspects this paper first summarized the improvement in the operational mechanism of the Urban Conglomeration Plan of Pear River Delta （PDR）. Then, it analyzed the external constraints of the plan, i.e. accelerated regional development, existing socio-economic structure, obscure and even negative relationship among the governments at different level and among different government departments. It also pointed out several problems about the plan, such as how to establish a rational relationship between urban conglomeration plan and other plans, how to integrate it into the practical planning system, what are the methods and process to implement it, etc. All these problems restrict the effectiveness of the urban conglomeration planning nowadays. In the end four suggestions are given for the future development of the urban conglomeration planning.
