The Smith - Hughes Act endorsed by the American Congress in 1917 is significant m the development of American vocational education. This is the guarantee of the financial support and the legal basis for the intermediate or secondary level of vocational education in the States. Likewise a large number of teachers and managers are cultivated, exerting a great influence upon the rapid growth of the secondary vocational education in the 20th century. Therefore, the writer of the paper argues that the American lawbased educational orientation deserves the attention of Chinese counterparts so as to enable Chinese vocational education to develop more efficiently.
