就产生CEPA这一制度需求的潜在利润而言,大陆主要是提高企业竞争力、投资(FD I)创造、促进香港繁荣等货币收益与强化民族同宗意识等非货币收益;对香港来说则主要是内地市场所蕴含的规模经济所带来的贸易创造效应和劳动力低成本等。在制度的供给方面,两地政府对国民提高福利要求的迅速反映和两者在经济方面不对称性相互依赖促进了CEPA的快速产生。

As for the latent profits of CEPA the Mainland has such monetary proceeds as improving competitive power,creating FDI and so on ;also, it can increase the sentiment of corn -nationality . As for Hong Kong, it can share the proceeds of scale -economy, low cost on labor. On the supplying of CEPA, both the governnlent of Mainland and Hong Kong can rapidly response to the country＇s demand on improving the welfare, moreover, the asymmetrical mutual -dependence speed up the course.
