黑社会性质组织犯罪的预防和控制是一个多层次、多角度、动态化的防治体系。治理黑社会性质组织犯罪必须发展经济,缩小贫富差距,建立、健全各项社会保障制度;充分发挥新闻媒体的作用,加强社会主义精神文明建设;加大反腐力度,剥离黑社会性质组织犯罪的保护层;加强政权组织、经济组织及其他社会组织建设,强化社会控制能力,形成打击黑社会性质组织犯罪的合力。

The countermeasures of the organized crimes are a movable system, which is multilevel and multi -angle. Developing the national economy, narrow the distance between the rich and the poor and establishing the ensuring system are the basic countermeasures. At the same time, the effect of media should be exerted largely; socialist spiritual civilization should be strengthened ;the laws and regulations about anti -corruption should be improved ;their protection should be get rid of; the organization of political power ,economy and others and the social control ability should be strengthened. All of the above should be grouped to fight the organized crimes.
