摘要
在剖析西部实施人才战略的内部环境和外部环境的基础上,提出西部地区实施人才战略关键是要更新用人观念,为人才营造良好的创业环境,充分利用现有人才,大力发展教育,进而培养人才,留住人才,吸引人才。
On the basis of analyzing the internal and external conditions, the paper proposed some effective countermeasures and suggestions of implementing talent's strategy in West China. It argues that the keys to talent strategy in the West are renewing the sense of use of personnel, creating favorable conditions for talents to do pioneering work, fully utilizing talents available, devoting major efforts to improve education for fostering,keeping and attracting talents.
