不完全竞争市场中的电信普遍服务运行体系

Operations of Universal Services for Telecommunications in Imperfect Competitive Market

随着我国电信行业引入竞争机制,使得我国电信市场打破垄断,形成了力量相对均衡的竞争新格局。各类电信业务资费向成本靠拢,电信企业无法再实行企业内部不同业务间的不合理交叉补贴。因此,电信普遍服务问题已成为政府和学术界关注的重点。本文基于不完全竞争市场的普遍服务机制,通过对电信普遍服务的运行体系的分析,针对电信普遍服务运行体系中的核心问题,提出电信普遍服务项目的制定步骤和竞标程序规则设计方案,为更好地制定适应市场环境的普遍服务政策提供理论依据。

With the advent of competition in China's telecommunication sector,the monopoly in this area was ended.This results in difficulties where different telecommunication businesses are cross-subsidized due to decreasing profitability.Thus much attention has been paid in terms of telecommunication universal services by the government and academics.The telecommunication firms would firstly invest in regions and metropolis with higher capital returns when foreign capitals enter into Chinese telecommunication market.Therefore,the telecommunication services in regions with lower returns will be ignored.This problem will severely affect the investment potentials of telecommunication networks in these regions as well as do the operations of the universal services.This paper presents the steps of universal service project and the framework of bid programs for telecommunications based on the mechanisms of the universal services under imperfect competitive market.
