周边地区是我国利益的重要集中地。为最大限度地维护国家利益，我国奉行睦邻周边的外交战略。这一战略既给边防工作带来了机遇，也使边防工作面临更加严峻的挑战，同时边防工作为经济服务的功能日益突出。
