经济发展的市场化取向在发挥其积极作用时,也使基层政府深刻卷入社会矛盾和冲突中,基层政府面临着来自上级政府与基层群众两个方面的压力。基层政府的行政责任和行政能力之间存在着一系列不对称,导致基层政府调处社会矛盾的能力弱化、机制失效。应当调整对基层政府的考核标准,改革基层行政管理体制和财政制度,加强与公民社会组织合作,推动基层政府向管理本位回归。

The momentum of economic development marketization exerts its positive effect, at the time of the action, on the other hand deep involves grass-roots government in social contradictions and conflicts. Grass-roots government faces to two pressures come respectively from high level government and from grass roots crowd. Of the administrative responsibility and ability of basic level government, there exists a series of dissymmetry causing the grass-roots governmentalability dealing with social contradictions to weaken and causing mechanism expiration. It behooves ,to adjust the appraisement standard of basic level government, reform the grass-roots supervisory and financial systems, strengthen to cooperate with social organizations of citizenship, push grassrroots government toward the management position of origin.
