In this paper, the evaluation on optimized decision-making of scheme of military operation is treated, and the confirmation and structure of evaluation factors is discussed. Combining the qualitative analysis and quantitative analysis, I confirm the relative right weight of every factor by the method on analysis of level, and find the mathematical model which can select the best one from the known schemes by the principle of fuzzy and synthetic evaluation. At the same time the method and the process of the model is expounded in an example. The model can be widely applied.
