摘要
构建新型后勤保障体系是高校后勤社会化改革在当前阶段的基本思路,但全面实现后勤社会化进程受制于主客观条件。适度社会化是符合当前实际的一种操作选择,由此提出存量资产与人员和增量资产与人员关系的处置思路;经营性与非经营性服务实体运行模式选择;消除垄断与竞争性服务形成机制;后勤管理与监控体系构建思路。
Out-sourcing is a feasible alternative to improve college logistic system. Its successful implementation requires different approaches towards staff and capital supply in stock and towards incremental capital and stuff, different modes for profit-seeking operation and non-profit-seeking operations, competition supporting and antitrust mechanism, and managing and inspecting system.
