摘要
传统矿业城市在我国社会、经济及国防建设与发展中发挥了不可替代的作用。随着我国经济发展进程的持续加快,产业结构单一、经济效益低下、生态破坏严重、下岗人数巨大等严峻问题在矿业城市的发展中日益凸显出来,矿业城市的转型迫在眉睫。本文从矿业城市的作用与现实问题入手,分析了矿业城市转型的特点,从法律制度理论与技术,质量与效益方面初步提出了加速我国矿业城市转型的对策与措施,期望能为国家有关决策机构提供解决问题的参考意见。
Traditional mining cities have played a very important role in construction and development of the society, economy and safeguard in China. With fast development of economy, some serious problems such as single industrial structure, low economic efficiency, seriously damaged environment and too many unemployed workers are more and more clear. The transformation of these cities is emergent. On the basis of function and problems of mining cities, this paper analyzes the characteristics of the transformation. It also puts forward some strategies and measures to accelerate the city transformation from the view of law and system, theory and technology, quality and efficiency, so as to provide references for the relative department to solve these problems.
