我国天然气价格管理体制的目标模式

选择我国天然气价格管理模式,既要考虑到我国现阶段的特殊性,又要从长远考虑,使管理模式有利于我国天然气工业的发展和社会主义市场经济体制的建立。我国现阶段尚不具备天然气价格市场化的条件,宜实行政府统一定价的模式。但这一模式有种种弊端,应逐步实行政府控制下的浮动价格制,促进企业进入市场,最终建立国家间接调控、企业自主定价的价格管理体制。

Mechanisms for regulating natural gas prices in China should be chosen in accordance with the current national situation, as well as in consideration of long-term development of the natural gas industry and establishment of a socialist market economy. As conditions are not yet appropriate for the marketization of gas prices, China should adopt a governmental pricing system. However, due to the many problems inherent in this type of system, a government controlled floating pricing system should gradually be implemented, thus encouraging enterprises to enter the market and ultimately establish an independent pricing system under indirect governmental regulation.
